B C D & E remove may and change the meaning from possibility to certainty.

A is correct

A should be the answer.
agree must be followed by that. This leaves only A and E.
A is better than E

We need "that", so only A and E remain. A is correct since the two parts of the passage are in contrast.

A righlty takes into account the number of voters who agree ....
Othrs dont hence A is the answer !!!

One more issue with E is that it removes 'may' which changes the meaning. E says that there is definite agreement but the question stem says that they may agree...
