I would go with A.
It is the conclusion of the argument.
There are are two premises:
1. Hunters alone are blamed for ...
2. Dead Black bears' examination .....
Based on these 2 premises the argument concludes that
Black bears have also played an important role in the decline.

I think this is D.
Hunter is trying to explain a finding that opposes the argument by somebody xyz. Conclusion of the hunter is "black bears have also played an important role in this decline."
