I. After much deliberation, the judge demanded that the prisoner's parole be revoked following his recent parole violation, and that he be sent to the maximum security prison.

II. After much deliberation, the judge demanded that the prisoner's parole be revoked following his recent parole violation, and be sent to the maximum security prison.

I am told I is correct and II is wrong. I can understand II being wrong, but how is I correct? What does he in I refer to? It cannot be the prisoner, which is in possessive. Please explain...

Not sure what the source of your question is, but what you are saying is correct
The pronoun does not make sense, but I have seen another question like this where the correct choice had a similar error. In that case all other choices either had the same problem or had even more obvious grammatical errors.

So it might just be the case of picking the "best choice"

I think 2 is wrong because the subject seems to be prisoner's parole since it is said the parole be revoked AND be sent which doesn't make sense. 1 uses he which 100% makes sure it is the prisoner....

But he has no referent, it cannot refer to prisoner (that is in possessive)..

Now the "his" in both refers to prisoner's - is that correct because it is in possessive, it is only "he" that is giving us trouble?

i feel that the first choice is the right one for maintaining the correct context after the "and", and also the parallelism using "that he".-- judge demanded that prisoner's (his) .... and "demanded" that he...

so hope this helps...
