Identifying Safety / Low-Target Schools

Hey All,
I am thinking of applying in Round 1/2 of 2016 and need help narrowing my target list! I figure the best way to go about this is to start at the bottom (safety schools) and work my way up. Below is a list of my stats and schools that I plan on applying to. Please let me know about what safety schools would be a good fit.

.5 months as a Project Manager {political appointee} at an elite Federal Agency (Dept. of State, Treasury, White House)
1.5 Years as a Confidential Assistant {political appointee} at a small Federal Agency.
1.5 years months at a niche political policy shop (9 months as a Research Coordinator, 9 months as Deputy Director).
.5 months as a Field Organizer on a Presidential campaign in a key swing state (Ohio, Florida)
