(1) 1/2 < a/b <2/3

(2) b = 8

Ok, lets see if my reasoning works or if it was just luck:

statement (1) says that a/b is between 0.5 and 0.67, but there could be some other fraction other than 5/8 that falls within that number. so (1) doesn't answer the question

statement 2 says b=8. this one is definitely not enough to answer the question because a could be anything, so we combine the two statements.

taken together, if b=8 and a/b is between 0.5 and 0.67, a can only be 5 (because 4/8 is not > 1/2, and 6/8 is >2/3). so the only integer that remains is 5. so it answers the question.
