Well :? i will go for c
st 1 just a ratio between a and b
8a=5b
insufficient to find a+b

st2 NO common factor between a and b
could be 7 AND 9 OR 5 AND 8
insufficient

together syes
8a=5b
8*5=5*8

a+b= 5+8 = 13

Plz correct me if i am wrong thanks
