Is this this the exact wording of the question from the source?

Anyway, standard deviation is always more than or equal to zero: \(SD\geq{0}\). SD is 0 only when the list contains all identical elements (or which is same only 1 element). So, SD of set #2 {c, c, c, c, c} will be zero and as no other set has all identical elements then set #2 will have the least SD, only answer choice C offers this.

Answer: C.

Standard Deviation shows how much variation there is from the mean. Data points of the set #3 are closer to the mean than the data points of the set #1 so SD(3)<SD(1).

Again: can you please give the source of the question? The question is poorly worded so either it's been rephrased or the source is not good.
