I go for D...

C - would generate no blast - sounds confusing...

A and B are out for If- rather...

the only thing I can think of is parallelism.
C --->would generate no blast, ...but (would generate) an electromagnetic pulse...

D ---> would not generate a blast, ...but (would not generate) an electromagnetic pulse...

C is good
