SO AS - in this form is always wrong on GMAT

Gmat requires the following construction: SO + Adjective + AS TO + verb

For example: Her debts are so extreme as to threaten the future of our company. - CORRECT

However, SO AS written in this form is always wrong, for example:

He exercies everyday so as to build his muscles. - WRONG

OK?
