28 out of 200 supports the bill and we are asked to find the percent who the does not support the bill.

28 out of 200 supports the bill = 14 out of 100 supports the bill ( taking in % terms )

14 out of 100 supports the bill = 86 (100-14) doesn't support the bill

So, answer is (E) 86%

Question 28 citizen out of 200 i.e. 14% support bill ie. 86% don't support

Answer: Option E
