average=\frac{22.5 \ miles}{1 \ gallon}=\frac{22.5*1.6 \ kilometers}{3.8 \ liters}=\frac{36}{3.8}\approx{9.5} (22.5*1.6 is ~40 and 3.8 is ~4 so the result must be ~10).

Answer: B.
