I am between B and D. I choose B.
Anybody can explain why B is better over D or vice versa?

A, B, E are out as they do not go well with the plural 'they' in the non-underlined part of the sentence
C is awkward with the use of 'would have anticipated'
D is best choice for me (though B really does sound better to me)
D it is.

This has already been discussed, we need a plural subject to refer to they and you are lefy with 2 choices, C & D
C can be out, use of would have . Need Had
D should be the answer.
