tricky one....i will go with 'D'

~intervene --> enemy taking over
intervene --> ~ enemy taking over

Anyone else can please exlpain?

If Country X does not intervene militarily in Country Y, then the whole region will definitely fall under enemy influence.
It most logically follows from the statement above that, if Country X does intervene militarily in Country Y, then the whole region.
(A) Will definitely fall under enemy influence
(B) Will probably fall under enemy influence
(C) Will probably not fall under enemy influence
(D) Will definitely not fall under enemy influence
(E) May or may not fall under enemy influence

Its not necessary the converse would be true. E might be most suitable.
By using the word "definitely" or "probably" we're predicting the outcome of military intervention without the statement letting us know about the relative military strengths of the involved parties. (All we know definitely is that Country Y is militarily unable to ward off enemy influence)

Any other viewpoint?

a = x does not intervene militarily
b = y will fall under enemy influence

If a -> b, if !b -> !a

I'll go with E. We only know the relationship !b->!a, and not !a->!b
