If Country X does not intervene militarily in Country Y, then the whole region will definitely fall under enemy influence.

It most logically follows from the statement above that, if Country X does intervene militarily in Country Y, then the whole region.

(A) Will definitely fall under enemy influence

(B) Will probably fall under enemy influence

(C) Will probably not fall under enemy influence

(D) Will definitely not fall under enemy influence

(E) May or may not fall under enemy influence

E is the most conservative choice. We are given that if X does not intervene then Y will fall under enemy influence. However, even if X intervenes, we cannot ascertain the outcome for sure because nothing is given about if X does

C biases the possible result towards country Y not falling under enemy influence. That we do not know and yet, C takes a more aggressive/biased stance than E in staying neutral as to the outcome of Y if X does not intervene

I know this question. Paul is right on this. One needs to understand the mentality in making a statement. The difference between C and E is that
"proven innocent" is not same as "not proven guilty"

E is the most diplomatic answer. By the way I got this Q wrong on the first attempt.
