If i have a wish during the GMAT test it would be to have that angel on my right shoulder during the test to whisper all of those wise advices of concentration and not to get drifted with the answer and forget the question stem

The answer is c because for shure as P has a factor 5 and for sure Q has no 5's to cancel out with that of P and as the angel said R = an intiger thus both statments are suffecient.

If P, Q, R and S are positive integers, and P/Q = R/S is R divisible by 5?

(1) P is divisible by 140

(2) Q = 7^x

PS/Q = R, an integer

PS will be a multiple of Q(=7^x) The fact that PS/Q is an integer requests the sevens to "ratio out" from S (if any) to P (if > 1), until at least 2.2.5 is left as a factor\

rephrasing the question STEM

R = SP/Q , THE QUESTION ASKS ... IF R = 5X

FROM ONE
P has 2^2*7*5 among its prime factors.......insuff (and COULD BE SUFF if the rest of the prime factors of P that we dont know multiplied by 2^2 *7 multiplied by S are devisible by Q.)

from 2 Q = 7^X = {7.49,343,.....} .... insuff

both stm together only if s is a multiple of 7 "x-1" times as in Q we could have an answer.

Thus my answer is E

check ur prime factors for P...P=140 which is 14*10, there has to be a 7 in there..
