(1) Every factor of s is also a factor of r
(2) Every prime factor of s is also a prime factor of r


Why is the answer not D?

according to a definition of a prime factor 4 has one prime factor 2
according to a definition of a factor 4 has factors 2, 2

so for example we have r=4 and s=8

4 and 8 have only one prime factor 2, but 4/8 is not an integer (1) is not sufficient

4 has 2,2 factors
8 has 2,2,2 factors
we have to meet the requirement the statement (2) factors of s have to be in r (statement 2 sufficient)

man i can't type today at all :) sorry
it should be
