The answer is D because...

The only way that k#(l+m) = k#l + k#m is if of the operations listed '#' = *

From A: If k#1 does not equal 1#k that means that it is not multiplication therefore you get the answer that k#(l+m) does not equal k#l + k#m

From B: you get the same thing

Substitute each sign into the question and verify, you would conclude with D :-D
