Given: x, y are positive integers
is x/y>1 or x>y i.e. x-y>0
(because y is positive integer i can multiply both sides of inequality by y without changing the sign of inequality).

1. Not suffeceint. I can pick up to numbers such that xy>1 say
for example 2,3. if x=2, y=3 then x<y, and if x=3,y=2 then x>y.

shubh, in DS involving variables like x, y... it is always better to pick numbers and check. Be cautious to check for different types of numbers: integers, fractions, postive, negative, zero. In our case numbers are given as positive integers so it was fairly simple.
