since x/x = 1...

I would select C

2) |x|>x => x is negative... not sufficient

1) x/|x|<x =>
x<x|x|

for any x >1 ->true (2<4)
for 0<x<1 ->false (1/2>1/4)
for 0<x<-1->true (-1/2 <-1/4)
for x<-1 ->false (-2 > -4)

so not sufficient

1+2 means x is negative and x is between 0 to -1 so sufficient

Substituting numbers I go the range -1<x<0 to be valid when I and II are taken together!
