Can you repost the question again whether 1/4x-5<=0 is:

1 / (4x) - 5 <= 0 or
(1 / 4) x - 5 <= 0 or
1 / (4x - 5) <= 0 ?

i guess i did it before but do not remember.......

Regardless of the question, I think the answer should be E.
You can solve for x in the equation above.
I use (1/4)*x - 5 <= 0 => x<=20

So we are trying to find the probability when x<=20. We need to know how many integers in the set + the values of those integers.

1) Don't know any values, INSUFFICIENT
2) If T is contained in the set of 1 to 25, it can be 1-20, 1-5, etc. We don't really know what it is.
INSUFFICIENT

Together, we still don't know.

St1:
Insufficient. We do not know what integers are inside the set.

St2:
T can have elements from 1-25. We do not know which elements, so st2 is insufficient.

Using both st1 and st2, nothing new is made known to us. Insufficient.
