Stem1:
As stem 1 doesn’t giving any information on values. The problem cannot be solved

Stem2:
Given that T is contained in the set of integers from 1 to 25 But doesn’t give any information on number of elements in T. hence cannot be solved .

Combined:
Combined, we get the number of elements in T but not the values of the element. Hence cannot be solved

IMO Answer is E

I agree with Jade, E

The numbers 1-19 make the inequality true. However, it is unclear which numbers 20-25, if any, are contained in Set T making it not able to be solved.
