A. $1250
B. $1060
C. $1350
D. $900
E. $1000

For first 2000 pages - cost 5 cents/paper
For 2001 - 10000 - cost 4.5 cents/paper
For 10000+ - 4cents/paper

So Cost = (5 cents * 2000 ) + (4.5 cents * 8000 ) + (4 cents * 15000) = $1060
alternatively, (0.05 x 2000)+(0.045x8000)+(0.04x15000) = 1,060

30 sec approach - solve it using approximation
25000 sheet at full price, 5 cent = 1250
25000 sheet at max discount price, 4 cent = 1000
Your ans got to be between these two.
Ans B it is.
