Statement I is sufficient:

If y is greater than 3 then x has to be less than 1 for the product to be less than 3. x can be a negative number or a positive fraction.

Statement II is insufficient

x = 1.5 y = 1.5 ------ NO

x = 0.5 y = 1.5 ------- YES

Since x can be greater than 1 or less than 1 hence we are not sure.

Answer is A.
