1) |x-3|is greater than equal to y
2) |x-3| is less than equal to -y

State 1 is not sufficient
State 2 is also insufficient.

Combining the 2, it is insufficient. So answer is E. What is the OA?

Since it's given that y>=0, then -y is either 0 or negative.
Since it is given that |x-3|<=-y, and |x-3| cannot be less than a negative number, then the only possible solution is when |x-3|=0, or x=3.
