tenses are jumping here. second statement requires past tense here. B, E left.

E - 'to be' passtive voice.

B - best choice.

B since the non underlined part is in past perfect tense. The Oxford dictionary was formed after the setting up of the society hence it should be in simple past tense.

"took" and "was" agrees with "launched"
