I am going with B.

B is the most parallel...in 1971 it represented X and in 1984 it represented Y.

B for me too.

B: The second part of the sentence after ; can be used independently "In 1984 the figure was was 44%"
A: wrong=> because the second part of the sentence cannot stand independently

C:=> Doesnt looks parallel if we see the parts of the sentences connected by "and"

D:=>Modifier error

E:=>sounds awkward...i dont know why its grammatically incorrect...Just because my ears are saying so? can anyone explain

'and' after a 'semicolon' is wrong structure!

Keep. good in llism too, clear in meaning!
(C) income, and in 1984 forty-four percent
Incomplete clause, "what is 44%"?
(D) income, forty-four percent in 1984 was the figure
Awkard construction, it means "44% in 1984" as a whole as figure!
(E) income that rose to forty-four percent in 1984
Wrong. 'that' a restrictive clause refers to same income as income in 1984 too!

Semicolomns separate two complete sentences.
