Always choose answers that are clear in subjects and modifiers.

C says "and in 1984 forty-four percent ", what is 44%? Although it can be implied its talking about the incomes, but its not *clear*, as it is in B where 'the figure' is clearly stated

Sentences after a semi colon should be an independent clause.
in 1984 the figure was forty-four percent .Is an independent clause.
it has a verb to be ...
a noun-"the figure" which has been earlier mentioned in the previous independent clause.
and it clearly conveys a concept.
