In early 1987, new air pollution control measures were enacted, but the city had smog alerts on 31 days that year and on 39 days the following year. In 1989, however, the number of smog alerts in Los Diablos dropped to sixteen. The main air pollutants in Los Diablos are ozone and carbon monoxide, and since 1986 the levels of both have been monitored by gas spectrography.

I did'nt get this one right but I seriously question the OA's aunthenticity. Can someone please help me out with this?
I would say the answer is B. E says it takes 2 years for the carbon monoxide to breakdown. The law was enacted in 1986 and the levels on CO continued to decline so E is relevant to information to the declining levels of CO.
I think the answer is B because it doesn't matter how accurate the CO meters are. If the less accurate meters are used in 1986 and these meters are still used in 1987, the measurement of CO will still be inaccurate by the same magnitude.
