Why is D wrong..
D is helpful because, the information explains to a certain extent the shifts in numbers. I agree...D is not explaining fully. However, it is providing explanation of why it went up from 31 days to 39 days.
B says in December of 1988 a new and far more accurate gas spectrometer was invented. How does that matter? Was this new spectrometer used in the city? We are not sure

OA may be (B) but I still can not rationalize it. What does spectrometer does? It monitors the level of pollutants. As soon as we introduced a new
spectrometer in Dec 88, we see the result (may be previous spectrometers were screwed up?).
