In 1986, the city of Los Diablos had 20 days on which air pollution reached unhealthful amounts and a smog alert was put into effect. In early 1987, new air pollution control measures were enacted, but the city had smog alerts on 31 days that year and on 39 days the following year. In 1989, however, the number of smog alerts in Los Diablos dropped to sixteen. The main air pollutants in Los Diablos are ozone and carbon monoxide, and since 1986 the levels of both have been monitored by gas spectrography.

the choice about the spectrometer. The question is about pollution, but this device only measures pollution and has not effect on the actual pollution in the air.

If the mayor excempted these Industries the pollution would have gone up!! not down

Strictly going by the data presented in the passage, it's not clear that the local industries contributed to air pollution in the city (though in reality, they do).

Thanks Abis. I also thought it would be B, becasue inventing a new meter does not necessarely mean that it would be used right away for detection, it was just invented.

D-is wrong, and actually the worst choice in my opinion; if the mayor took the campaign bribe then that would show the most why the levels were so high. It implies that he completly ignored the atmosphere and let all the polutants polute becasue he got his money.
