IMO, D is the best answer.
Only D ends the sentence correctly with "them".
On second thoughts, C seems to the best answer.
"humanitarian award for " <action> --> "installation of ..."

I think the answer should be D. The award was given because the chain of grocery stores installed the ramps and not for the process of such installation (i.e. how well they were installed), which is what C might lead the reader to believe.
Also, "them" is needed to unambiguously indicate that tha law was abou the ramps and not something else.

This seems to be good observation. I had another way of lookinga at it. Please let me know what you feel about it.
In all the choices, "well before" is an adverb. Adverb is someting that modifies the verb and not noun. Choice C has noun "the installation". Only last two choices indicates that "well before" is properly used to modify verb. An then we need to consider that "them" is required making D as the final answer. Please let me know what you think.
