The use of either is basically to say - it doesn't matter who Norway competes with, it will win. The intent is to ensure that the comparisons remain clear and separate. Compare Norway with Sweden and then compare Norway with Finland (the order is not important)

Are the sets(than set and As set), in itself, similar in meaning?

My understanding is that the first sentence of the AS usage is incorrect. I could be wrong. please help with a logic. This is really confusing part for me. Thank you.
