That would be (C), the thoughts behind my choice set forth below:
Let it be:
2007 - x
2008 - x+0.3x=1.3x
2009 - 1.3x*1.3=1.69x
2010 - (x-1.69x)/1.69x = - 0.69x/1.69x = -0.408~-41%
