This is my thought process. I humbly request any of you to correct it. We are asked to find the number of people who buy newspaper y and not the number of people who only buy newspaper y. So why do we need to find the intersection? After excluding the people who buy neither newspapers, we know the percent of the newspaper bought. From that we can calculate the fraction of people who bought newspaper y.

Anyone please correct my reasoning. :)

In a certain city, the ratio of the number of people who purchase news [#permalink]
This kind of problem statement always confuses me in which there is no indication of exclusivity of the given items. How are we sure that the city is having only X and Y newspapers and no other newspaper? If we assume that there could be another newspaper, then the answer would be 'E'

Let
only x = a
only y = c
x&y = b
Neither x nor y = d

Given
(A) = a + b + c + d = 100
(B) = (a+b)/(b+c) = 7/1 => a = 6b+7c

They are asking b+c = ?

Statement 1:
d=27 Insufficient

Statement 2:
(b+c)*7/10=b =>
3b=7c
This equation combined with (A) & (B) is not enough

Lets combine statement 1 & 2
we get 4 equations
a + b + c + d = 100
a = 6b+7c
d=27
3b=7c
none of them are parallel so this is sufficient

Answer c
