In a certain year the UNs' total expenditures were 1.6 billion dollars. Of this amount, 67.8% was paid by the 6 highest-contributing countries, and the balance was paid by the remaining 153 countries. Was country X among the 6 highest-contributing countries?
1. 56% of the total expenditures was paid by the 4 highest-contributing countries, each of which paid more than country X.
2. Country X paid 4.8% of the total expenditures.

Answer is E
1. Top 4 paid out 56% of the total, leaving 11.8% to be paid out by #5 and 6. We know that each of the top 4 paid more than X, so X can't be in the top 4. They may still be in the #5 or 6 spot though.
2. Country X paid out 4.8% of the total, but we don't know how that ranks against everyone else.
Together we know that #5 and 6 paid out 11.8% of the total. This number can be split into two parts (5.9 and 5.9) leaving two numbers greater than the 4.8% paid out by X. This means that there is room for two countries to pay out more than X and push X outside the top 6. OR one country could pay 7% and X could pay 4.8% and they could be 5 and 6. There's no way to know for sure
