"the government granted the farmers union subsidies enabling it to compete globally."

OA says this is correct, as we need an -ing modifier
Can someone explain?

instead of "enabling it to" I would have guessed something like "so that it could"

An -ing verb would signify an ongoing action, appropriate in this case.

remember -ing it self is a modifier. Can you post the complete SC? that will really help in understanding the whole thing. in the SC above "it" is not clear.
