In addition to negotiating the North American Free Trade Agreement, Mexican Prime Minister reformed X Law, which had forbidden priest to vote and had kept the Church from owning land.

a) reformed X Law, which had forbidden priest to vote and had kept
b) reformed X Law, which had forbidden priest to vote and kept

I am confused between these two options. The book says that (a) is correct but IMO because of parallelism we should have (b) as answer

Thoughts ?

Hi,
I agree with the Book answer of A

In addition to negotiating the North American Free Trade Agreement, Mexican Prime Minister reformed X Law, which had forbidden priest to vote and had kept the Church from owning land.

a) reformed X Law, which had forbidden priest to vote and had kept
b) reformed X Law, which had forbidden priest to vote and kept

The only difference is the extra 'had'.

The sentence is referring to a law that was reformed, and is talking about things the law 'had' done prior to it's reform. So for that we need is the 'past perfect' or in normal language to say what happened before something else.

In this case there are 2 things that both 'had' been the case prior to the reform, so they both need a 'had' to make that clear.

Hope that makes sense.

I agree that we need to have a "had" for both the verbs
but wont the had that is present in the first verb "forbidden" will imply for "kept" ?

Hi,

Interesting question, but I think not in this case.

You need to be specific about the tense of both verbs. So you need to make it clear that the 'forbidding' and the 'keeping from' were in the same tense. Otherwise it could be that you were implying an order of events.

'had forbidden and kept' would imply that the 'forbidding' had ceased and the 'kept' was still going on. If that makes any sense?!
