I assume it's between choices A and B. What will be the answer? Can you explain the rationale? Thank you

its a hard one... I am leaning towards C since its concise and also "seeks" is correct IMHO - since she is directing "one" of many projects and that one seeks to determine the help that counseling is to the treatment.
D would also be a candidate but it just seems too long and has a "a help" clause that puts me off.

others can you please chime in!?

Between A / B.
A : “extent that” is not correct. extent to which.
