This is how I thought.
B, D & E - Eliminate
Left with A & C
I did like C but A was equally good.
But we have to choose the best answer. In this case it is A
Here is how -
Use of "in which" the cigarette does not use layers of thin paper BUT layers of thin paper are part of a cigarette. Hence we can eliminate C
Hence A should be the answer.
