but answer was E:
even i goes for C : saying 54 -46 = 8% = 800 so total will be 800*12 + 400
|

I also chose C. But, my assumption was that there are only two candidates. Since, the question does not explicitly mentions that, my assumption could be wrong. If there are more than 2 candidtes, then certainly, stmt1 and stmt2 are sufficient to get total number of votes cast and hence answer should be E.
