Since 16 persons work for at least 10 years, they represent 10% of all workers (160).

Of 160 workers, 40% work for 5 years or more = 0.4*160= 64 This number includes those who work for at least 10 years.

Finally, the number of people who work for 5 years or more but fewer than 10 is 64-16=48

It helps to know at least means at the minimum. So at least 10 years means 10 years at the minimum. Native speaker didn't know this? :cry:
