Evaluating the question stem
y = x^2 + bx + c. For this points on the X-axis, y=0.
Hence, x^2 + bx + c = 0.

Using the quadratic formula
D = b^2 - 4c.

Now as b^2 is never negative, we need to know something about C. If C is negative, This will have 2 solutions, irrespective of what B is.

Hence, B alone is sufficient!
