The best anser is (D). It clearly says whose problems are being assessed. Moreover, it makes the comparison clear between two kinds of workers.

oa is D....But i am still not convinced.....

All i can think of is that "in assessing..." is not as idiomatic as "in an assessment of..."

but is this the point of the question or do we have more to learn from this?

A and D are similar except the introdcution in assessing vs in an assessment...

I thought in this kind of case ets prefer -ing form (eg in averaging vs an average of ) ??
