Not (B), because if takers of both the placebo and the real drug show improvements, that does not reveal who took which.
Not (E), becuase if the law required that test volunteers be told they were taking a real drug, then the trials would not be "designed with the intention that neither subjects nor experimenters will find out which subjects are actually being given the drug".

satisfies intention frustrated

could be what is called placebo effect.
(C) in general, when the trial is intended to establish the experimental drug’s safety rather than its effectiveness, all of the subjects are healthy

"of the possibility" implies that the volunteers will not know for sure whether they are given
placebo or not... hence does intention frustrated does not seem to be satisfied.

I vote for A.
B-would have been the right choice , if it were asked as to what caused frustration to the experiment, but here the intention is being frustrated as the secrecy is being compromised.
