Parallelizm : E is right (i think)
In contrast to requires Parallelizm
In contrast to X(proposal), Y (adminstration's proposal) would ...
why E not D, Although D is gramatically not flawed it is wordy. And .."...would cut ..." requires "would" after proposal (again they must be parallel Also it seems to me that "which" in D doesn't have a clear referent (it may be restrictions, propozal)

I believe that D is incorrect and that A is the correct answer.
The reason for D being incorrect seems to be the use of 'include' and not 'includes' while the sentence makes use of 'a proposal'.
Shouldn't it be 'a proposal, which includes'?
I think everyone will agree with eliminating B, C and E, which will leave us with A which does seem to be a good substitue.

To me E looks the answer.
A --->incorrect comparison of environmental proposals with administration
B --->incorrect comparison of environmental proposals with administration
C---->incorrect comparison of environmental proposals with administration
D---->"which includes " means that pollutants are examples of restriction (restrictions in on pollutants )

A - Wrong Idiom
B & D - Eliminate - Verb Tense.
Left with C & E
Both use the correct idiom "restriction on X"
B - Eliminate - Wrong Verb Tense.
E - Uses the correct Verb Tense
Hence E is the answer.

Does 'in contrast to' act like 'like' or 'unlike' which are used in comparisons and so do we need parallelism ?

A, B, C are out because they compare the proposal with the administration, then D is out because which does not have a clear antecedent and also verb tense not parallel so choice E is the answer
