Marcab you are correct that "In contrast to declarations ......, the third conference..." does not complete sense, but this error is present in every option. So option B is the best among the worst.

Honestly I feel, none of the answer choices are correct. How can B be correct? In contrast to declarations ......, the third conference...????

I'd go with E since it is the only one that compares two things logically by comparing the declarations to the negotiations.
Compared to the declarations made at previous UN climate change conferences, the intensive third Conference of the Parties' negotiations
However, the rest of the sentence doesn't read well so I don't think it is the correct answer.
All other options a through d make illogical comparisons IMO.

One more itching issue in this thread that is is as blatant as the mis-comparison, is the dilemma of choosing either 'between' or 'among' Now all the choices say uniformly that negotiations were held among both the developed and the developing nations. My point is that it can be a free for all random negotiation among the nations, such as the developed and the developing. But that is fair enough when you do not give the nations a brand –tag and the entire group is one mass. But when you categorize them into two distinct and identifiable sides, then the issue becomes between rather than among. Why isn’t there even one single choice that uses the prep –between-?

i do not understand how Koyoto Protocol can be possessed by the Parties ...is this not a issue by itself ?

I would go with E because you are comparing "Declarations" with "Negotiations" and that makes the comparison right. Hence, IMO Answer is E
