One more itching issue in this thread that is is as blatant as the mis-comparison, is the dilemma of choosing either 'between' or 'among' Now all the choices say uniformly that negotiations were held among both the developed and the developing nations. My point is that it can be a free for all random negotiation among the nations, such as the developed and the developing. But that is fair enough when you do not give the nations a brand –tag and the entire group is one mass. But when you categorize them into two distinct and identifiable sides, then the issue becomes between rather than among.

Why isn’t there even one single choice that uses the prep –between-?
