The answer is D

Reason: The damages were for an action by the manufacturer. This counts out A, B and E. The language in C is not correct. Therefore, that leaves D as the answer

that's the only one left of all the possible option and the best one, since "disconnected odometers" sounds odd.

(A) means that the cars already were test-driven
(D) means the test-driven cars were not driven but simply 'had'

D slightly changes the meaning

Another observation: having + noun frequently seems to be the wrong answer.
