A is not parallel

In developing new facilities for the incineration of solid wastes, we must avoid the danger of shifting environmental problems

from landfills polluting the water (noun phrase) to polluting the air with incinerators (ing verb).

It should be C IMO. Here the issue is to avoid air/water getting polluted. So it's better to talk about them.

a,b is ambiguous main agent of polluting. landfills or we?
thus a,b is wrong

The Idiom tested is
From X_______ to Y__________
X = the pollution of water by landfills
Y = the pollution of air by incinerators

Both X and Y are parallel.

C is the best answer.
