Need to get more elaborate explanation why B is incorrect and D is correct?


Similar thought process! I ended up choosing D between B and D.
My thought process:
B -
1. earlier instance
2. predicted consequences
Let us assume that the country's states are set up similar to monetary union. But, are those predicted consequences? For me, politicians' claim( Living conditions will have to converge, if economic chaos needs to be avoided) seems more like a pre-condition rather than a consequence.

D. Gives an example of state of affairs --> i.e, the internal states have different living conditions,but stable economies. So, when it comes to monetary union, individual countries are considered states. Also, these two are allegedly incompatible elements.

D is unambiguous and clear.
