In general, jobs are harder to get in times of economic recession because many businesses cut back operations. However, any future recessions in Vargonia will probably not reduce the availability of teaching jobs at government-funded schools. This is because Vargonia has just introduced a legal requirement that education in government-funded schools be available, free of charge, to all Vargonian children regardless of the state of the economy, and that current student-teacher ratios not be exceeded. Recession will cause people to choose Free public schools over expensive private schools. Public schools will need more teachers to meet the quota ratio.

Many of those rich people who are sending their kids to private schools will go back to the public school when the economy gonna tank and that will increase the ratio and by law we need to maintain this ratio. So in bad times they have to hire more teachers.

Not totally sure, but B made an inference that recession will actually create more jobs at public-funded schools.

I would go for B
I will not go for C b'coz, the passage is talking about 'any future recessions' and answer choice C is taking about the present conditions and if the ratio is not met, then they would stop hiring teachers.
